Greenhouse Gas Rulebook
This document sets globally harmonized rules that make “cradle-to-gate plus recycling” Battery Carbon Footprints transparent; and to allow decisions to be driven by reliable, accessible, and trusted data. The Rulebook aims to provide a sound method by which process-specific data is generated and collected in a homogeneous way and Battery Carbon Footprints across vendors in the battery value chain are comparable.
Exemption rule
The current version of the guidance has an exemption rule of cumulative at max. 3% of emissions overall
To align with PACT Methodology: Ensure the max. 1% of emissions at individual attributable processes, as indicated in Chapter 3.3.1.2 of the PACT Methodology
Note that PACT revision will align with the exemption rule of cumulative at max. 3% of emissions overall
Allocation
The current version of the guidance recommend a different different allocation decision tree, as it applies a threshold of 4 for the ratio of “economic value of co-products”
Biogenic emissions and removals
Data collection are required, but impact assessment is not included yet.
Users of the GBA Rulebook are instructed to collect relevant data for eventual inclusion of biogenic carbon in the PCF calculation, but for now biogenic carbon is not included in the PCF
Validity period
The current version of the guidance mandates a yearly update for primary data but there is no mandatory update of secondary data based on time elapsed (currently based on improving/maintaining Data Quality Ratings)
To align with PACT Methodology: Follow the 3-year cycle or earlier if > 10% variance criteria as indicated in Chapter 6.1.2.1 of the PACT Methodology
Data quality metrics
The current version of the guidance mandates a different DQR assessment
To align with PACT Methodology: Use the data quality metrics as indicated in Chapter 4.2 of the PACT Methodology
Note that PACT and GBA are working closely to align on DQR assessments for their respective revisions
Assurance and verification
The current version of the guidance does not include specific requirements about the level and basis for assurance and verification. However, a document is being developed
